Does anyone know how places are assigned in games that reach the turn limit? I just had a Hex Armada game go all the way to 100 turns. At the end of the game I had the most territories (and largest income), but I came in 3rd place. DrKillitz69 had the most cash on hand (by far), and he came in 4th. One player gave up attacking and just built subs for about the last 50 turns (after he had been reduced to only controling his capital). He came in second. The only factor I can see is the total value (or number) of units left on the board.
If that's actually how place is determined, I think it's not the best approach. It rewards people for turtling, which is a potential problem on the HA map. I think income is probably the best way to assign a winner, since it would encourage a mad scramble in the last few turns to pick up enough territories to win what is otherwise a long dull game. I'm not saying that because I want my score changed or anything, I just think it's more likely to encourage the desired behavior.
I always assumed it was income. I had one game go to term with just Bromley and I left, and he got the "win", but he had me in income, territories, and units I believe, so that was not a good litmus test.
I'm a big fan of preserving forces over taking territory. However if there's an arbitrary end to a game then rankings of surviving players should be purely determined by income.

IMO it should be done on total income accumulated over the length of the game rather than income due on the last turn (or income held at the end of the game).
Attacking gameplay for the whole game > last minute "dash for the cash".
A better formum software would be a good upgrade...
