I mistakenly hit the submit turn too early, I expect the "restart turn" button will save me from it, but it doesn't allow me to make the move, is it a bug?
Nope. Once you've submitted a turn, that's it. It's not reversible.
The Restart button is to enable you to see the replay agains or to undo all the poor moves quickly (rather than clicking on undoo 1,000 times or right vlicking on 100 tanks :) ).

It should be called reload rather than restart.
Yes, Reload would be the better name.
