In DrKillitz Public Battle ID:40975-40471, the game settings are World War 2 map, 5 player non-team game, capitals are preset for all players, and each territory starts with 1 infantry.

The glitch is that there is a German sub starting in the North Atlantic.  It's the only ship on the map, there shouldn't be any ships with this setting.
